Personal mail for NRVRJ inmates uses a scanning address, not the Dublin facility address. Personal mail goes to P.O. Box 247, Phoenix, MD 21131. The envelope must include the facility name and state, inmate full name and identifier, and the sender's full name and physical address in the top-left corner.
